Bylaws

 Bylaws for the Boulder County Green Party Adopted March 19, 2000

Article I - Basic Purpose

1. This organization is called the Boulder Green Party and is formed with the intent to represent Green Party members (registrants) in Boulder County and in other neighboring counties until they form their own Green Party chapter.

2. The purpose of the Boulder Green Party is to further the 10 Key Values of the Greens in the United States:

Ecological Wisdom
Social Justice
Grassroots Democracy
Nonviolence
Decentralization
Community Based Economics
Feminism
Respect for Diversity
Personal and Global Responsibility
Future Focus

via the support of Green Party candidates, education of voters regarding issues relating to our values, supporting the growth of the Green Party of Colorado, cooperation and possible coalition with kindred political groups and parties.

3. The Boulder Green Party agrees to accept and abide by the bylaws of the Green Party of Colorado.

Article II - Membership and Structure

1. Membership in the Boulder Green Party is open to Colorado citizens who are registered with the Green Party of Colorado and whose residences are either in Boulder County, or any contiguous county which does not have its own Green Party chapter.

2. The Boulder Green Party will strive to makes its membership as representative as possible of all racial, ethnic, religious, national and sexual orientations.

3. The officers of the Boulder Green Party shall consist of two gender-balanced spokespeople, two gender-balanced representatives to the Green Party of Colorado's Steering Committee, and a Treasurer. All shall be elected at a meeting of the Boulder Green Party by 2/3 majority vote for a one year term.
 

4. The Boulder Green Party shall always strive for consensus in decision-making but may make general procedural votes by 60% majority vote. Consensus or a 60% majority vote shall be required to move a proposal forward. When more than two choices are available, preference voting shall be used.

5. The Boulder Green Party shall choose delegates to state party meetings in the two months prior to that meeting in accordance with state party rules.

6. Facilitators for Boulder Green Party meetings will be chosen at the beginning of the meeting or at the previous meeting. Every effort will be made to alternate genders, and the process followed will be the "agreement seeking"  process, sometimes also known as "consensus oriented."

7. The Boulder Green Party may form committees or working groups by Consensus or a 60% majority  vote of the members at a regularly scheduled meeting.

8. The Boulder Green Party may appoint representatives or one-time spokespeople as needed, which shall be gender balanced where possible.

9. When voting is required, only those who are registered as affiliated with the Green Party of Colorado and who have attended at least one previous meeting may vote.

Article III - Candidates and Campaigns

1. The Boulder Green Party may endorse the candidacy of one of its members for partisan office within the current Boulder County Green Party jurisdiction, by consensus or a 2/3 majority  vote. Such an endorsement will be forwarded to the Green Party of Colorado for ratification at its biennial nominating convention.

2. All candidates in the jurisdiction of the Boulder Green Party must be registered with the Green Party of Colorado for one year, or as long as specified by the Green Party of Colorado, and must meet all legal requirements for the office, as defined by state law.

3. The Boulder Green Party may endorse initiatives and referendums in its jurisdiction, or at the state level, as long as it does not contradict an official position of the Green Party of Colorado. Such endorsements require Consensus or a 60% majority.

Article IV - Revocations

1. Officers or members of the Boulder Green Party may be removed from office or expelled from the group after due process for cause, including major disregard of the 10 Key Values, serious public misrepresentation of the Boulder Green Party or financial malfeasance. Due process includes written notice to the individual of the charges, which must be brought by one or more members, and a discussion of the charges at a regular meeting of the Boulder Green Party where the accused has the opportunity to defend himself/herself. The decision shall requireConsensus or a 2/3  majority vote.

2. The Boulder Green Party may choose to disband by a 3/4 majority vote at two consecutive regularly scheduled meetings. Any motion to disband will include provisions for any Boulder Green Party assets.
