[Announce-DAN] [a16-dc-planning] NEW STUDY ON FTAA
COALITION ISSUES CRITICAL ANALYSIS OF U.S. NEGOTIATING POSITIONS ON THE
FTAA: CONDEMNS CORPORATE-LED APPROACH
The Alliance for Responsible Trade (ART) has released a new report
analyzing the U.S. negotiating positions on the Free Trade Area of the
Americas (FTAA). "America's Plan for the Americas: A Critical Analysis
of the U.S. Negotiating Positions on the FTAA," highlights the fact
that, despite the growing public backlash against the corporate-led
approach to globalization, the office of the U.S. Trade Representative
(USTR) continues to promote business as usual.
The USTR, the report explains, "is pursuing a hemispheric trade
agreement based on the much-criticized North American Free Trade
Agreement and World Trade Organization agreements, as well as the
Multilateral Agreement on Investment, whose conclusion was blocked by
government and NGO opposition."
In November, ART joined with over 300 groups from around the hemisphere
in demanding that the draft text of the FTAA be made available to the
public. On 5 January 2001, a letter from members of the U.S. Congress
made a similar request. On 17 January, USTR responded by releasing
summaries of the U.S. negotiating positions on the FTAA. The summaries
do not respond, however, to the demand for the consolidated draft text
of the FTAA, which includes the negotiating positions of all of the
countries involved. In addition, on many of the most controversial
aspects of the negotiations, the summaries are extremely vague.
The ART report, which includes contributions from the AFL-CIO, Friends
of the Earth, the Institute for Policy Studies, The Development GAP, and
several other coalition members, is available on the ART web site:
www.art-us.org. The USTR negotiating positions on the FTAA are
available at www.ustr.gov.
