He called for the fulfillment of the seven points of the San Andrés Accords, and he noted that, once they had been carried out, Luis H. Alvarez would be recognized as a "valid" interlocutor. The leader of the Zapatista Army of National Liberation (EZLN) also announced at a press conference that he would be travelling to Mexico City, along with his General Staff, in order to promote the Congress of the Union's approval of a legislative proposal on Indigenous Rights and Culture. Marcos, in his bunker in the Selva in La Realidad, said he would be travelling to the Mexican capital in early February, accompanied by 24 other comandantes of the EZLN, including Tacho and David, virtual "political" and "military" chiefs of the staff of the insurgents. Marcos' announcement came 24 hours after President Vicente Fox's inauguration. Fox has promised to send the Congress of the Union a legislative proposal on Indigenous Rights and Culture this Tuesday, which was one of the rebels' demands for resuming dialogue with the government. Talks were cut off four years ago. Regarding the new President of the Republic, Marcos gave him the benefit of the doubt. "You are starting from scratch, and you will have the opportunity to choose whether to follow the path of war or to choose that of dialogue for peace," he added. On Friday, at the same moment in which he assumed power, Fox ordered the Armed Forces to dismantle the military checkpoints and control positions in the area which surrounds the insurgents' refuges, and for the troops stationed there to withdraw to their barracks. This Saturday was the first public appearance by Marcos in two years. The zapatista guerrillas erupted onto the scene on January 1, 1994, taking four municipal seats in the state of Chiapas. The 1995 Law for Dialogue prevents members of the EZLN from leaving the state.
