(we need 6 of 8 locals represented to consider this item, and 60% 
of those present in favor for it to pass, according to our current 
bylaws)

make a bylaw change as 6.1 is ambiguous as to that issue 
currrently. it only states that "a 3/5ths vote of members present at 
a state meeting" is needed for a bylaw change. so if 3/5ths of 
those present at montrose agree, with 5 of 8 locals attending, this 
bylaw change could happen. that is my interpretation. davey or 
others should correct me if they think i'm wrong).

proposed bylaw change:

4.1.1. In order for official decisions to be made at a state meeting, a
quorum of at least 51% of local chapters must be represented, with 
a minimum number of voting participants (registered in the Green 
Party of Colorado), equal to twice the number of local chapters 
represented.
