as i wrote brad, according to our bylaws as currently written, (3.1)
there is explicit language that locals can only be accepted at a
state meeting "by 60% of the voting Greens (at least three fourths
of all locals represented).

so, we'll need 6 of 8 to accept montrose. however, if jason comes
from denver, mike come from sopris, dennis comes from san
miguel, and high desert and delta show up (as they will), we only
need doug from summit to make 6 locals. so, there's a chance it
can happen. you might want to contact doug (i've emailed him to
this effect) and stress how important his presence is.

bill, i agree that computer voting saves us time and money. i would
be in support of a proposal to change the bylaws to amend section
3.1 to allow the Council to accept new locals (especially as
currently our Council policies require 8 of 8 locals to report for a
quorum -- a requirement more stringent than at a state meeting).
you might ask davey to help you word the language for a second
bylaw change to this effect at the montrose meet, where bylaw
changes can be made with a simple majority of locals in the state
(5 of 8) being represented and 60% of those Greens voting in
agreement.

that bylaw change would allow the Council to vote on Montrose
membership immediately even if it wasn't accomplished at the
montrose state meet.
