Here's the bylaw:
3.1 A Green local of the Green Party of Colorado must agree to abide by the 10
Key Values and to follow the bylaws of the Green Party of Colorado and must be
approved by 60% of the voting Greens (at least three fourths of all locals
represented) at a state party meeting.

So this makes no provision for the Council doing it or for it being done
electronically.

Therefore I think it has to be done at a state meeting unless and until we
change
the bylaws.
