Indict German Green Party Leader for War Crimes

I found a petition on-line, asking the International
Criminal Tribunal for the Former Yugoslavia to
investigate and indict NATO leaders for war crimes.
One of the war criminals named in the complaint is
Joschka Fischer, leader of Germany's Green Party and
Foreign Minister of Germany.
