State Party through Council choose national Greens Reps for indefinite terms. Reps may act as "delegates" (making their own decisions on how to vote on GPUS issues then notifying Council) or as "representatives" (referring GPUS issues to the GPOC Council/Membership). Colorado has 2 Reps to annual GPUS convention. Addition: same rules in bylaws for removing members will also apply to removing Reps (5.3.5 refers to 3.3) - Consensus

New Text 4.2.1. The Council is composed of up to four representatives from each local in Colorado, elected by the members of their respective locals in any manner they chose at a regular meeting of that local for terms as long as the local approves, as well as the two state co-chairs and the two state ASGP representatives. Locals will also define their own recall or removal process. Council representatives must have email access and agree to read and respond to Council emails at least once within any ten-day period. The Council may also be referred to as the Steering Committee or Central Committee of the Green Party of Colorado for compliance with state law. 4.2.1. Rationale:
The current 100% requirement is too restrictive, causing delays in results that are unnecessary. A 75% quorum is fully adequate to see that we have fair representation of the locals in the state. Any votes which are problematic can be overridden at the next state meeting. - Consensus

Add a new 3.2.5 paragraph
3.2.5 Proposals brought to the agenda of a state meeting must be made by local chapters or a minimum of 5 individuals at large, or by the Council. A written statement of the proposal must be sent to the Council by a representative of the sponsoring local, or by a member at large accompanied by evidence of at least 5 (change to 4) other member's endorsements. The statement and evidence may be done by email or on paper.
Rationale
Any proposal which is going to occupy the limited time available at a state meeting should not be at the whim of an individual, and should require the support of a local chapter or a significant number of members for those who do not have a local in their county. Note that the endorsing members could be at-large members or members of some local chapter.
This requirement should not be a burden, as any proposal which is going to pass by 60% at the meeting will need significant support from several locals. It will require more planning a preparation time, as locals will need to meet and approve the proposal before the meeting, however this seems to be a good process to follow.

Beginning before last meeting at Breck, $114.67, + contributions at last state meeting of $50, expenses $143.14 ($30 for state mailbox, shared with Boulder Greens. $105.84 spent on phone charges, $7.30 on bank charges (no longer to be billed to us). $21.53 remaining, which is only enough for one additional month as monthly expenses are $5 for mailbox, $15.64 for voice mail = $20.64 Passing the hat netted an additional $166.
Loan made by Jim Harrington to the state Party has been forgiven by Jim.
One report of income and expenses has been filed for 2001. Next one due is Oct. 14 (July to Sept). Under state law locals need to file as well if any income or disbursements. Treasurer will work to facilitate locals reporting, needed names and contact information for local treasurers. Local chapters report to their county clerks, filling out the same form as that required by the Secretary of State. If people pay local party expenses out of pocket or out of a private bank account that is considered "in kind" contributions and could be a problem if it is not reported. The GPCO has an Employer Identification Number but is not incorporated.

Signing of the FEC filing form by Christina is the only responsibility discharged by Christina since the last state meeting. Discussing this form was the only communication between the two Co-Chairs. The meeting to discuss mutual concerns with the Chair of the Democratic Party in Colorado was proposed but did not happen.

Nancy attended the ASGP meeting in Santa Barbara, CA. 28 of 33 affiliated states were represented. Idaho and Maryland were accepted as new state affiliates. Agenda was packed with much supporting information. The ASGP changed its name to GPUS or simply "the Green Party." Report from the international committee included the Global Green Charter. There are Green Parties in 80 countries. Dean wrote three items, including a field organizing and a fundraising plan, and is now a paid GPUS staff member.
Representation to the GPUS was 2 from each state, now:
Each member state party shall have one vote on the Coordinating Committee for every four Congressional Districts or major fraction thereof into which the state is divided. Regardless, each state party shall have at least two votes. State parties shall make a good faith effort, where reasonable, to have delegates to the Coordinating Committee elected by clusters of local Green groups.
For the purpose of tallying its number of delgates to the Green National Committee a state party may include only Congressional Diestricts in which there is an organized Green Party Local. Criterial for an organized Green Party Local shall consist of:

*No delegate to the Coordinating Committee may cast more than two of that state's votes. (This clause will be eliminated afte the 2004 general election, reverting back to one vote per deleate, if no furthe action is taken). This rule will go into effect January, 2002. This entire sectin of the bylaws will be reviewed after the next meeting of the Coordinating Committee.
The "Shadow Cabinet" GPUS project is still in formative stages.
Nancy put the FEC Filing, Universal Living Wage, and ASGP Bylaws proposals to the GPCO Council vote.
4) Outreach/Party Building Working Group / FACILITATORS / 15 min.
This project had no activity. The need and opportunities remain for people to help new groups organize, including facilitation training as well as chapter structure, running candidates, public relations and so on.

5) Proposal On Campaign Finance Reform/ Chris Goodwin/ BCGP / 10 min
discussion 1) The GPCO begin an internal educational campaign on the Clean Money option of public financing. The GPCO shall appoint a state-wide committee to develop and coordinate an educational campaign on the Clean Money option, that all chapters can participate in. 2) At the appropriate time the above committee begin outreach to organizations like the AFL-CIO, NAACP,& NOW who already support the Clean Money Option as well as other groups in the community, with the goal of building a coalition to put Clean Money on the 2004 Colorado ballot.

6) Proposal on Direct Democracy amendment / Chris Goodwin BCGP / 10 min?
This amendment concept involves creating a process for federal initiative ballots. Greens may support holding elected officials to be more accountable for their actions, and vote counting systems to be more verifiable. Sunny expressed concern that federalizing the voting process regarding vote counting, via an "electoral trust" is centralizing the voting system, taking power from the states. 7) Proposal: GPoC Managerships / Allen Butcher / 15 min.?
8) Proposal for a statement on Civil Disobedience - Allen Butcher Two three-person-co-managerships, comprised of GPoC members, are created called, "Campaign Committee" and "Diversity Coalition." Co-managers are initially chosen at the time of creation of the office, serving without term limits. There-after, co-manager teams choose their own successors. Managerships have authority to make decisions for the GPoC in their area, and all managerial decisions are subject to review, override and appeal. Any GPoC member may appeal a managerial decision, or propose impeachment of an entire 3-person managerial team, to first the GPoC Council which has review and override authority, and if not satisfied at that level, then to a GPoC membership meeting following the regular agenda process. (see below for Job descriptions and more information and discussion)
(Dean takes notes for this item) Intro by Allen. DGP uses this model. Use committee structure to deal with competing dynamics (ie realo vs fundi). Use term "managership" as umbrella for related committees. Proposal reconciles two sides. Thus hope to avoid conflict that often comes up in Green Parties over this issue. Managership concept could expand to many other potential committees, which might be included under these managerships.

Restart at 1:40pm. Get input from Denver Greens on their own experience with this system. Bruce Meyer - this system not formally written into dgp bylaws. Damon Haley - good for larger group, too much process in Denver now, and maybe too much for the state party now. Sunny Maynard - hasn't really seen this in use, dgp uses more direct democracy. Brad Klafehn - agrees with Damon. Too many committees in Denver, another layer of complexity. Other comments: Ike - good for when we get larger. Karen - doesn't seem to be a need for this, also realo/fundi split is not a problem in Colorado. Nancy Harvey - ditto Karen, also creates unnecessary bureaucracy. Johnny Burritt - fascinating concept, wishes we had the ability to implement it now, but not ready. Chris Goodwin - ditto Nancy and Karen. Create a committee to develop managerships proposal, as well as general proposal for how committees are created.
Intro from Allen. Came from effort to endorse Transform Columbus Day, which involves CD. Do we need such a stmt? Dean's comment - Greens in CD is common and generally supported. Nancy: issue regarding the party getting insurance? Sunny - member of the BAR promises to uphold the law. Many people say they don't think this statement is necessary. Need to decide when CD is needed, as opposed to general policy.

Boulder / Karen & others / 5 min. Pikes Peak /Steve / 5 min Pikes Peak is holding monthly meetings, expecting growth this fall. The SAFE committee came out of vote fraud concerns of members of the chapter. One member is involved in a legal case with the City of Woodland Park regarding their new voting equipment. The Recycling Committee was recognized for its activities. Nov. 10 Pikes Peak will be part of the Sustainable Living Workshop.
The Boulder Green Alliance was transformed into the Boulder Green Party, although the BGA still exists.
Renewable Energy group is active. The Living Wage working group has made connections with labor unions and other groups. Campaign Finance Reform coalition-building is active. Three members of the BGP are interested in running for the city council, and the Party is considering who to endorse. Public matching funds through the city have been utilized for electoral campaign. The BGP has adopted a highway.
Denver / Bruce & others / 5 min.
The Transform Columbus Day process required three months to arrive at a statement. The Coalition/Diversity and Green Economy managerships have been slowly developing programs (table display set up at GPCO meeting). We are holding regular monthly meetings, and Campaign and Public Relations managerships have been meeting separately. The DGP had a booth at the downtown People's Fair. The Campaign Committee is developing a campaign strategy, so far Bruce is running for his house seat.
Poudre Valley / Nancy & Eric / 5 min.
The Poudre Valley Greens is doing tabling at various events. An educational effort is regarding the I-25 construction project. PVG discussed initiatives for endorsement, with all of its endorsements passing. PVG is active with the local environmental network, and the state redistricting discussion. The Communications Committee has been active, finishing a Website, press releases, letters to the editor.

Most activity has been by individuals rather than the group as a whole. The county commissioner (Art) has been attending meetings. Three or four candidates are running Green for local positions. Recycling of building material left-overs is being developed similar to how the "free box" works where people drop off unwanted items. Transferring of land from a mining company to public ownership is in process, to be used for open space as well as housing, both high end and affordable.

Living Wage campaign is proposing an ordinance for a formula making the current minimum wage $10.62, which will not likely pass, but may be a foundation for further initiatives.

Has met since April, developing bylaws and trying to get recognition from the Secretary of State. There is a growing amount of interest in Pueblo Greens but the terrorist issue has distracted from other issues.

If we are to build a more robust state party organization, what changes can be made to facilitate growth? For individuals to work more on the state level requires their doing less work on the local level. Regarding funding, Dean's suggestion is that 10% of what is raised be distributed to all the regionals, 40% go back to the local, 50% go to the state treasury. Fundraising projects are also needed, such as benefit concerts which have proven successful. Email solicitation is possible, perhaps through agreements with other organizations, and groups such as those in Portland, Oregon have programs finding sustaining donors making regular contributions. Regarding technology, there is more work that could be done. For the GPCO phone line there is a "onebox" service that will forward an email to someone whenever there is a voice mail message. For mailings there is a bulk rate system that we can use.

Statement endorsed and proposed by dgp. Clarifying q's - stmt is ours, not blanket endorsement of the TCD alliance. Concern that we will burn political capital and that the issue is oversimplified - Lauren. Dean - limited stmt that avoids controversial parts, we have supported in the past without problems. Robert Mahaney - shouldn't shy away from endorsing this. Nancy - shouldn't be so concerned about "political capital."

Discussion of Sept. 11 Destruction of WTC
There is a need to provide information not provided by the media about US responsibility for the state of affairs in the Middle East and South Central Asia. More in-depth information seems to be available through the BBC, and some is becoming more available in US media. A change is that the Bush administration is moving from unilateral initiatives to international coalition building, and may be giving up the missile defense initiative and also finally paying UN dues in order to facilitate the coalition. The national Green Party wrote a good statement that our locals can make public. See: www.greenpartyus.org
This is a good time to educate people about what our government is and has been doing, which can be a good opportunity for Green outreach. A good source is: www.commondreams.org
Corporations are likely to benefit greatly, such as with the airline bailout, security, media conglomerates and oil corporations.
Since US access to MidEast oil will likely be cause for longterm US military presence in the region, this provides an opportunity for Greens to focus upon the economic issue of severance taxes for natural resource extraction, which is one aspect of the Green Tax Policy proposal. Other Green Tax Policy issues relevant to the MidEast is water rights and land usage. Through focusing upon resource issues in the MidEast Greens can address the economic foundations of the conflict.
Living Wage Campaign
A petitioning and media campaign for a living wage could be developed by the Green Party of Colorado. A suggestion is to base the minimum wage upon the average or index of rents, which would be a strategy to replace the failed rent control idea. This project may be particularly appropriate for development as a coalition with other organizations. The GPUS has endorsed a Universal Living Wage, which could be developed with this proposal. Fred Smith of the Boulder Green Party may use the name of the GPCO as endorsing the Minimum Wage Ballot Initiative - Consensus.
Regional gathering - Brad - tabled
Date for next meeting - Dean - Combine meeting with convention? Have convention early or late? Some westerners want the next meeting there. Sunny suggests separate with convention in front range. Steve - Not enough time to do business and nominations at same meeting. Bruce Meyer - benefit for candidates to be early.
Davey calls straw vote. Strong majority for separate meetings. San Miguel volunteers to hold state meeting (note, San Miguel local hasn't approved this yet, Art would like Delta or Sopris to host it as San Miguel did it just 2 years ago -- Davey). How about equinox - March 24 or 25. Dean suggests a few weekends and let San Miguel and state council make final choice. Range is last weekend of April and first two weekends of May. Consensus.
Convention in front range. Denver offers to host. Near solstice in consultation with state council. Sunny asks if we should switch dates of Telluride and Denver/convention dates. Consensus.
2002 election strategy discussion - Bruce starts
Bruce is looking at rules and processes. He is running for state house in Denver. Sunny asks how resources can be shared, such as Denver list of registered voters he already has. Sunny doesn't want to focus too much on money. She is running for Attorney General. Robert Mahaney - not running anyone locally next year, but interested in helping statewide candidates - need info about these campaigns. Nancy York - send Sunny media lists. Use national media releases. Lotus - "Nightmare" Campbell should be challenged. Ike talked about being visible and active before running for office. Denver hosting an election meeting on Oct 20. Bruce also interested in going to a similar meeting on the Western Slope. Nancy Harvey is considering running or state house in north Boulder district. Will decide in Jan or Feb. Concerned about splitting our resources I Sunny is running. Sunny says we need candidates. Karen says that Ron Forthofer ran an excellent campaign. Did he write a memo about lessons learned? Should try and get him to the Oct 20 meeting. He had done a lot of work before running.
Legislative Committee - Nancy Harvey
Brought up at previous meeting but didn't go anywhere. Should have a committee to get involved in the state legislature or key issues. Last time Che and Richard Hamilton expressed interest. Nancy York - how do we decide which ones to choose? NH - needs toe worked out. Bruce - has been to hearings at the capitol. Usually not hard to do. Lotus has testified and we can have an effect. NY - transportation issues are important. Dean suggests that we require a leg. Comm to use consensus process. Lotus suggests that it works the other way: state party committees could propose legislation or issues.
Growth Management - Ike
Telluride town planner suggested bringing it up. 2 KV deal with this issue. Growth issues in Telluride are "horribly disgusting." Oppose stupid growth. Avoid laws that say you can't something. Need to incentivize good development. Karen asks how to incentivize property owners. Maximizing value of property is the problem. A lot of work to do. Sunny says we need a committee. Lotus ran for Mayor in Woodland Park and found it hard to go up against economic interests with money. Limits on cities without home rule. Allen - growth fueled by in-migration. How development happens - density - is the key issue. Land value tax. Robert Mahaney - Port to Plains highway (from Mexico going north). Lauren - use no/low tax ideology in our favor against growth that doesn't pay its own way. Sunny - lots of subsidies built into the growth process. Removing them is not a taking of private property.
