Purchase of a bulk-mailing permit for fundraising

3. FULL PROPOSAL:
Proposal for the approval of official delegates of the Green Party of Colorado to the GPUS 2006 National Meeting has passed by agreement. Note: Because of the urgency of this vote and the start of the meeting on July 28th and at the request of Tanya Ishikawa and Brian Herzfeld, we limited the voting to 3 days. I felt justified in doing so based on Section 3.5.4 of the GPCO Procedures and Guidelines which states...suspension of these procedures may occur with issues of urgency again at the discretion of the convener/facilitator.
