PROPOSAL SUBJECT: Authorization to Purchase QuickInfo Voter Database

PRESENTER: Brad Klafehn, GPCO Treasurer

Justification/Goals: Time is of the essence to get the database and determine the number of Greens per chapter.

BACKGROUND AND PURPOSE: Each year, the state party purchases a voter list in time for the annual meeting/ nominating convention. This list is used to determine the number of registered voters in each chapter, and therefore the number of delegates the chapter gets to the state nominating convention. It is also used to certify individual members who seek to vote at the state meeting.
The Treasury has over $1,700 at present.

FULL PROPOSAL:
I propose expedited approval to purchase for $150 the complete list of Colorado voters from Quickinfo.net. This list is current as of February 2004.

Alternatives to the proposal:
Alternatives were to obtain the list directly from the Secretary of State. This would cost $500, but the data would be from March, not February. Quickinfo only updates the list quarterly (next time will be in May).
Another alternative would be to get the lists from County Clerks. This would require a great deal of coordination, and there is no guarantee that the clerks would not charge for the data.
We have used Quickinfo before, and while the interface is not great, it has worked.
