2. PROPOSAL SUBJECT:
Appointment of Dave Chandler as a Colorado Green Party Co-Chair
3. FULL PROPOSAL:
The Green Party of Jefferson County proposes that Dave Chandler be appointed
by the Green Party of Colorado Council to fill one of the two empty positions.
This appointment will be effective until the next State Party Meeting in the
Spring of 2005. At that time new Co-Chairs can be elected.
4. BACKGROUND:
- The Green Party of Colorado Bylaws suggest that two Co-Chairs be elected
for two year terms. At the present time, neither position is filled. Our last
Co-Chair, Lanny Kness, had to step down at the end of October 2004.
- Dave Chandler has been a member of the Green Party of Colorado for many
years. He has shown good judgement. He supports the Ten Key Values. He has vast
knowledge of local, state, national, and international issues.
- Dave was the Green Party of Colorado candidate in the U.S. House District 7
race in 2002.
5. JUSTIFICATION/GOALS:
It is important that we fill at least one of the vacant positions for the
purpose of having a spokesperson for our State Party. We also need a Co-Chair
available for making quick decisions when there is not enough time for the
Council to do so.

Pros for this GPCO proposal:
- Due to the November 2004 elections, this is a critical time for the Green
Party of Colorado. It may become necessary to make quick decisions concerning
election results and re-counts. It's imperative that we have someone in place
to make those quick decisions.
- We need a point of contact for the State Party. This may be a pivotal time
for the Green Party of Colorado in terms of growth since the Democratic Party
is in disarray.

7. Alternatives to the proposal
1) Leave the Green Party of Colorado Co-Chair positions vacant.
2) Find another person to appoint.
