PROPOSAL NUMBER: 025-04

1. Date proposed: December 2nd, 2004
Name of the sponsor: Green Party of Jefferson County

2. PROPOSAL SUBJECT:
Sharing state donor list with Green Party of the U.S. for fundraising mailing

3. FULL PROPOSAL:
This is a proposal to share Colorado's donor and membership lists with GPUS for a fundraising mailing. The national party will pay for all the costs of a one time mailing, split the net income 50/50 with Colorado, provide us with the list of donors and help us improve fundraising in our state.

4. BACKGROUND:
- With widespread dissatisfaction among liberals and Democrats over the November election results, the Green Party is in a good position to increase membership and fundraising.
- Before the dissatisfaction dissipates into the routine of usual life, many Green Party members and groups are spearheading campaigns to bring in new members, volunteers and money for activities.
- Fundraising has been a topic of interest for the Colorado Greens and it may become a strategic goal for the party in 2005.

5. JUSTIFICATION/GOALS:
Colorado has been low on funds recently and would benefit greatly by any cooperative fundraising activities.

6. PROS AND CONS:
Pro / Con of officially endorsing this initiative
-------------------------------------------------

Pros for this GPCO proposal:

- Colorado only needs to provide a list of names and addresses so there is little work required from our end.
- The cost of the mailing and preparation would be paid by the national party.
- Colorado would receive half the donations from the fundraising campaign.
- The mailing may inspire donors and members to become more active in Colorado.

Cons for this GPCO proposal:

- Since the national party is sending the mailing, Colorado can not control the message.
- Half of the donations would not go to Colorado.
- Some members and donors may be burnt out from the election and not appreciate being asked for more money or help at this time.

7. Alternatives to the proposal
1) Colorado could not share the donor/member lists with the Green Party of the U.S.
2) Colorado could do our own fundraising mailing.
