Caucus Procedures


2008 Presidential Preference Caucus

1. The Co-Chairs will declare the opening of the Presidential Preference Caucus at the appropriate point on the agenda of the State Meeting. At that point, the number of attendees eligible to participate in the caucus will be determined (referred to as “voters” herein).

2. The names of all Green Party Presidential candidates included on the approved list from the GPUS Presidential Campaign Support Committee will be announced and listed prominently. The Co-Chairs will also include listings for "Uncommitted" and "No Candidate".

a. The choice of “No Candidate” by a voter means that the voter prefers that the Green Party not run any Presidential candidate in the 2008 general election.

3. The Co-Chairs will ask for any additional nominations from the floor. Any name proposed by a voter from the floor and seconded by another voter will be included on the list.

4. The Co-Chairs will indicate physical locations around the caucus room for each preference option (declared candidates, candidates nominated from the floor, Uncommitted, and No Candidate).

5. Voters will move to the location of their preferred option. At this stage, if a voter has no preference, s/he will remain in the middle of the room.

6. The Co-Chairs will count the initial preference choices, and post the number of votes along with the number of delegates that each option would receive, and the number of additional votes that each option needs to receive an additional delegate.

7. A representative (or representatives) from each option will then make a 2 minute presentation on behalf of their preference. The order of presentations will be determined by a random drawing of lots. The voters representing an option may choose to waive their presentation, but once waived they may not make a presentation at any other point in this section.

8. After the conclusion of the presentations, the Co-Chairs will declare open caucusing. Recognizing principles of decorum and civility, any voters may discuss individually or in groups to try to persuade other voters to make or change their choices.

9. After fifteen (15) minutes, the Co-Chairs will declare the end of the caucusing period. Voters will again move to the location of their preferred option. Any voter not making a preference choice at this time will be counted as “Uncommitted”.

10. The Co-Chairs will count the final preference choices, announce and post the number of votes and the number of delegates awarded to each option.

11. The Co-Chairs will declare the Presidential Preference Caucus completed, and will resume the agenda of the State Meeting.
